How important are user signals such as the dwell time for search engine optimization ?

Then he will stay longer on the site and also click on further links. If the page also generates conversion, the king class is reached. That's why Google asks: Does the user perform the actions offered to him on the site, such as visiting a shop or subscribing to a newsletter? If he does, then the actions offered are relevant, which enhances the site as a whole.

Through the user signals dwell time, bounce rate & conversions, Google gets first-hand information about the quality and value of a page - from the user himself.

How can these user signals be positively influenced?

Webmasters should always keep the user interests in mind! Interesting content increases the dwell time and the right incentives generate conversion. The relevance of these user signals should not be underestimated!
